THE FOUNDING ACT  

MEMORANDUM OF THE ASSOCIATION OF MULTIETHNIC CITIES OF THE SOUTHEAST EUROPE

       Committed to the European system of civic values and European integrations, policy of mutual respect, good relationships among neighbours, and cooperation among citizens, municipalities, cities, regions and states of the Southeast Europe,
        Conforming to the UN, OSCE and European Council standards on the protection of rights and freedoms of national and ethnic minorities, as well as European standards on local self-government,
       Confident that the time has come when the very national minorities, both previous and new ones, with their guaranteed rights and freedoms of maintaining and developing their cultural identities, will represent a major leverage of overall transborder cooperation,
       Determined to preserve the multicultural wealth of their environments, develop the most immediate and efficient participation of citizens of all nationalities in decisions making processes of interest to the community, contribute to the stabilization of democracy and security, economic prosperity and enhancement of Euro-regional communication and cooperation, and
       Pursuant to the incentive put forth by the participants of the regional conference on "Tolerance and Understanding – First of All", held in Belgrade on 6 July 2004,

       Cities and non-governmental organizations establish the

ASSOCIATION OF MULTIETHNIC CITIES
OF THE SOUTHEAST EUROPE

       The program principles, basic objectives, contents and scope of activities of the Association are defined under the Agreement on Multiethnic Tolerance, signed during the conference on "Tolerance and Understanding – First of All", held in Belgrade on 6 July 2004 by the representatives of local governments and non-governmental organizations from the Southeast European countries.

       The organizational structure, activities, rights and obligations of the members, relationships and cooperation with other organizations and associations, and other issues of relevance to the work of the Association, are set forth in the Articles of Association.
